The Kaiser, through tlcrr Balliu (the German shipping magnate), has sent the following message to tho .New York "World'':— ."I did not want this awful war. My greatest desire was to end my life without a German war. I feel that other nations brought on the conflict, but it is now my duty to carry it through. I am certain that Germany will he victorious."
