INTERESTS OF NEUTRALS PAYMENT FOR SEIZED FOODSTUFFS London, March 24. Reuter's correspondent at The Haguo reports that, according to diplomatic papers communicated to Parliament, the British and French Ministers, in announcing that counter measures were to be taken against the German blockade, assured the Dutch Government that the interests of the Netherlands and her colonies would be safeguarded to the utmost .decree. AMERICAN FOOD SHIPMENTS. PRIZE COURT AWARDS £120,000. London, March 24. The Prize Court has ordered that £120,000 shall be paid on American shipments of wheat and flour detained aboard Norwegian and Swedish steamers. This will be the first payment for seized foodstuffs. AIR PIRATE ATTACKS A STEAMER FIVE BOMBS DROPPED. London, March 24. A German aeroplane repeatedly failed to dTop bombs on the steamer Pandion in the Channel. Five bombs fell within loft, of the vessel. [The Pandion (1279 tons gross) belongs to the Cork Steamship Company.] BOMBS DROPPED NEAR RELIEF SHIPS. PROTEST BY UNITED STATES. (Rec.
