WAR TAXATION. Sir, —Mr. Beauchamp's idea of 1 per on imjKU'ts and exports may be all right as far as it goes, but it does not touch the absentee. Capital invested here in works or business is not necessarily reached through Customs. The absentee might be drawing thousands of pounds' margin in profits, and 'under the 1 per cent. Customs tax ho would oli' scot free. Apparently the only other way to reach this individual is through the Income Tax Department. It may ba argued he pays his taxes elsewhere, but that is irrelevant. We also pay other taxes here, which fai outreaches his taxes, i.e.. a man earnii'g 10 per cent, dividend here buys goods on which he is taxed, but the absentee draws his 10 per cent, and does not buy his clothes, etc., here. —I am, etc., lI.It.
