"Jfangaroa."—lt does not rest with Parliament but with the Railway Department to recognise tho association. The association, it is stated, desires the exclusive right to represent grievances concerning locomotive men, but so far that request has not- been granted because the Amalgamated Society of Railway Servants also has a right of representation.
