AMERICAN SKIPPER'S STORY Washington, March 18. Tile captain of an American steamer reports that on his vessel entering Bremenhaven, the Germans confined the crew below to prevent their observation of naval preparations. He saw" a flotilla of submarines larger than anything be had seen before, and learned that the' Germans wero turning out one daily.
