Indianopolis on January '9 last, ' President Wilson . defined, his polioy on the Mexican' question as follows:—"I hold it aa a fundamental principle' that 'every people ' has the right to determine its own form of government. and until this recent revolution in Mexico, until the end of the Diaz regime, 80 per cent, .of .the people of Mexico never nad a "look-in" in determining who should be their Governors. or what x their Government should be.
