When a letter was read at last night's meeting of the City: Council asking for a subscription to the Belgian Relief Fund, a long discussion took place as to the'-,method of dealing with ■this fund. - : Councillor R. Fletcher -'.farted the discussion by contending that the matter of Belgian relief should be made a national affair-so that the burden would fall in. proportion on all who were able to bear it'. He strongly objected to the street collection method for such a fund, although such a means of raising money for a local object was right enough. Several other councillors used like arguments and; contended that the burden of relief-wais at the present time falling too healvil'y on the cities and not on a section of the people, who were best able to afford it. The Mayor (Mr. j.: P. Luke) expressed regret that at the outßet one large fund had not been established. All subscriptions could then have been pooled, the fund could have been administered, by'trustees, who could have apportioned -.ums to Belgian, relief and other like objects.' . Eventually tli e discussion was dropped, the council.passing on to other business. :
