THE PASSPORT FRAUD AGAIN. (Rec. February 23, 5.5 p.m.) ' _ ■ New York, February 27. stegeler, a German naval reservist lias been arrested on a' oharge of fraudulently obtaining an American passport. He confessed that Captain Boyed, a German naval attache at Washington, endeavoured to induce him to proceed to England and act as a spy. " Captain Boyed denies the chaise. Stegeler declares that Boyed wished to discover whether the report was true that Britain had fitted out' merchant, cruisers at Belfast for the purpose of sinking them at the mouth of the Elbe, ■ ' the Weser, and the Oder, and blockade the ports. After discovering the movements of the British Fleet in the Irish: .Sea Stegeler was ordered, to proceed to Rotterdam to give German officers on the frontier a secret password, and to continue on to Berlin to deliver in-r formation to the Secret Service Bureau.
