FREEDOM FOR THE SMALLER NATIONS. In a ietter recently received by Mr. R. J. Kelly, K.C., of Dublin, from Prince Kropotkin, and published in the ' 'Manchester Guardian, the writer refers to the question of a resurrection of Russia and the_ Slavs altogether. "All the nationalities which have hitherto been oppressed by the larger nationalities, when they are .free to develop their own lines of thought, art, and political growth, will most certainly bring into the'common treasury of the world their own most precious features, which they cannot show so long as they are oppressed'by a bigger nationality. • I'The same for the Sonth Slavs ana for all nationalities oppressed in Europe. When the'last Balkan War had shown the inner power, of the South Slavs, I greeted in it the disintegration of the Turkish Empire, which would be followed by the disintegration of the three other Empires—Austria, Russia, and Germany—so as to : open the way for two, three, ormore federations. A' South Slavonic federation— the Balkan United State was the dream of Bakunin—would bo followed by a frcePoland, free Finland, free Caucasia, free Siberia, federated for peaco purposs." - '
