Bankers have been summoned to a secret conference in Berlin respecting a new war loan of 250 millions. HARVEST SHORTAGE IN GERMANY. Sofia, February 14: The Prime Minister (M. Badoslavoff), speaking in the Sobranjc, said that a German official inquiry showed that up till August the harvest shortage of cereals in Germany was a million tons.
