M'Dougall) forwards some matter on the subject of the spending and disposal of union funds. Mr. M'Dougall says that "the registered rules of the various industrial unions in the Dominion have provided in various ways for the application of' their funds, and a .provision is usually made that when any 'sum of money voted exceeds certain prescribed amounts, a ballot of the whole-of the members concerned shall be. taken to decide whether such amounts voted shall bo expended. Unions that-have revised their rules— that is, complete amendments, or amendments to the rules governing the application of funds or the objects of a union—during the last twelve months have beon surprised at the amendments mado by the Registrar of Industrial Onions, as the amendments which were ' acceptable to" the Registrar so restricted the activities of' unions that they could only assist other members of tho same trade, and not the members of a fcrado dissimilar in character or scope.
