Sir,—ln your issue of February 4 you have an extract from the "Journal des Debats," dated Paris, December 6, and headed, "An Unfortunate Mistake," stating that the Yellow Book of the French Government, which had been given to "The Times" for translation and publication, could only be procured in England at a cost of 25., with the result that the' English and American Press had abstained from reproducing these documents so convincing and so necessary to be made known. By yesterday's mail I received from London a copy of "The Times" for December 19, with a oopy of this most important Yellow Book in English, presented gratis. Thore is a note that the original bound edition suitable for the library is on sale at 2s. After all "The Times" is not so far behind.—l am, etc., JAMES P. THOMSON.
