MR. MASTERMAN'S SUCCESSOR. London, February 3. The Hon.'E. S. Montagu (Financial Secretary of the Treasury) succeeds the Right Hon. C. F. C. Masterman as Chancellor of the Duchy of Lancaster; Mr. F. 0. Acland (Under-Secretary for Foreign Affairs) succeeds Mr. Montagu. [Mr. Mastermau was previously appointed Financial Secretary t the Treasury,-but on going to his constituents of South Bethnal Green for reelection —in accordance with tho British custom which compels a member on being appointed to Cabinet rank to resign and offer himself for re-election-was defeated. He was appointed to tho Chancellorship of the Duchy of Lancaster (a Cabinet appointment in the gift of the Government) last February. He sought election at tho Ipswich by-election in the May following, but was defeated. The Hon. Ji. 8. Montagu is member for Chester ton.]
