SHIPS' PURCHASE BILL
WILL HELP THE GERMANS London, February 2. The ' Times's" Washington correspondent- states, that it is clear that members of the Administration were exercised by the discovery that tie sale of ships would assist German propagandists. 11 is generally believed that though President Wilson devised the Ships' Purchase Bill for the purpose of acquiring interned vessels, it is not likely that he will use the measure as was intended in August. President Wilson states that he is determined to avoid complications with foreign countries, and to use his powers with the greatest discretion.
