NEW GERMAN TROOPS

A neutral from Brussels reports that the new German troops are not comparable to those who goose-stepped through Brussels in August. They are badly equipped, and many are-in civilian mi?' cxce P' f° r military'caps. The officers have lost their arrogance, and avioid contact with the popula,tion. _ Life in Brussels is almost normal. The boulevards are crowded on Sundays. The .theatres arc closed, but a couple of kinema houses show German films. Liege has been converted into a firstclass fortress. The Namur forts have been strengthened and strongly garrisoned. v
