I would suggest that the Government, by the offer of-the mails and the subsidy, would get the shipping companies to improve the speed of the direct service, and'the subsidy, at the same time, would give the Government power' necessary to make any inquiry, effective. . '

In any case, I fully appreciate Mr. Massey's magnanimous efforts to do all he can to facilitate the shipping of farmers' products, more especially as Mr. Massey was up to hie-eyes in the political campaign, made more difficult still by the knotty problem he was confronted with, in the outbreak of the war. • ,
