CONTRABAND QUESTION
PRACTICALLY SETTLED (Bee. January 8, 9.35 p.m.) Washington, January 7. Sir Cecil Spring Rice has notified Mr. W. J. Bryan, Secretary of State, of a partial settlement of the questions of contraband arising out of the American Note. Argument is now completed. Shipment can be made without molestation of naval stores from the United States to the Netherlands and Italy. Arrangements are pending by which shipments of copper will be similarly treated. '
