A ROOSEVELT ARTICLE. Washington, January 4. Mr. Roosevelt, in an article appearing in the "Independent," . entitled "The Utopia of Hell," says: "While the breach of an international agreement such as the invasion of Belgium is the gravest kind of wrongdoing, the Wilson Administration's selfish indifference to a permanent righteous peace by refusing action necessary to clear America's skirts from guilt in acquiescence therein is a much worse crime." "If," adds Mr. Roosevelt, "I knew the signing of The Hague Convention meant merely a pious wish, and that tho Conventions were not intended to be observed, I would never be a party to such a mischievous doctrine. The United 1 States, owing to Mr. Wilson's action, is maintaining an ignoble peaco and regarding with indifference frightful ravages against an unoffending country which nations have sworn to preserve inviolate. Such a cult of cowardice is utterly contemptible."
