PRINCE BULOW'S MISSION (Rco. January 3, 10.30 a.m.)' Paris, January 2. The "Temps" Says Prince Bulow's mission to Italy has utterly failed. His principal object Was to persuado Italy that her interests Were identical with Germany's, .and to. impress her with the prospect of building up a vast Empire when England was ousted froni the Mediterranean. ■ The Kaiser was aware that his only hope of success was Prince Bulow's popularity. In-the event of failure he intended Prince Bulow to hear the entire responsibility, thereby discrediting his party, which has been antagonistic to the Kaiser.
