Duchy of Luxemburg, invited the Swiss Federal [ Council to offer to mediate between Prance and Germany, with a view to peace negotiations. The Council emphatically refused. It is significant that Holland refused a similar request by M. Eyschen. The action followed the' Kaiser's conferring of the Iron Cross, on the Duchess of Luxemburg. . '
