OUR REINFORCEMENTS
QUOTA SYSTEM UNSATISFACTORY. (By Telegraph—Frew Aisociatton.) Dunedln, December 23. Speaking to a reporter to-day, the Hon. J. Allen said the quota shown in regard to the reinforcements was unsatisfactory since it demanded a certain number: of men from the various provinces without taking cognisance of the fact that an adequate response was more difficult in somo cases than in others. A very large number of men were clamouring to get away, and he had to go into the question of tho men who had boen enro'led and passed and then told to wait until called on. Many of those were extremely anxious to get away, and ho had 1 to consider the position. As tho quota system has proved unsatisfactory, it was probable there would be a re-arrangement of the system. The Minister edded that the reinforcements who had gone were well, though ho could not disclose their whereabouts. They had lost two horses, but that was tho sum total of their misfortunes.
