, GERMAN CLAIMS REFUTED (Rec. December 23, B.lo' p.m.) . Now York, December 22. The Belgian Minister to tbe United States, in a statement, explained that Germany's claim that proofs existed of Belgium's neutrality being violated by France previous to the war was entirely unfounded. The Belgian Attache, fearing German aggression, consulted Franco as to what military measures would be taken to prevent a Gorman attack, but there was no agreement reached between the Governments, the Military Attaches merely discussing the question.
