GERMANISING BELGIUM
ADVICE TO GOVERNOR London, December 20. British agents intercepted a report dated September 8 .intended for FieldMarshal von der Goltz, in which tho author advised that when tho whole of Belgium with Northern France belongs to Germany, the Flemish people should not be harshly treated. Their linguistic affinities with Germany should bo taken into account, and so could be prepared for union with Gorman peoples, white later the Belgian army, like the Bavarians, would be given a special position in the German army. ! Baron Bissing, the German Governor of Belgium, requested tho Brussels and Antwerp newspapers to resume publication. The editors replied that while their King could not return to Brussels and German censorship continued, the papers would hot appear. Baron Bissing declared that be contemplated arresting three leading editor£ in Brussels and sending them to a fortress in Germany.—("Times" and Sydney "Sun" Services.)
