"Our experience," |St says, "has taught that only local •Bavies secure tho safety of the Dominions. We are,prepared to admit rthat we stand to gain considerably if -Hjho people of New Zealand decide to follow our course. Everything is help- ' ing in consolidating the influence of tho , iwhite races in the Pacific and its being strengthened. The efficiency, of our fleet would be enormously increased if the Dominion and Commonwealth agree' ton a common policy."
