"I AM, ABOVE ALL, A BELGIAN"
KING ALBERT'S REPLY TO
THS KAISER

London, December 12. The "Daily Mail's" diplomatic correspondent, describing King Albert's interview with the Kaiser (as described in the French Yellow Book), states that the Kaiser finally said: "Some day you will remember that you are a Coburg." King-Albert replied: "Certainly. 1 am also an Orleanist, but above all things, I am a Belgian.".
In the French Yellow Book", extracts from which were 1 published on December 2 last, M. Jules Cambon (French Ambassador at Berlin) narrates a conversation which took place a fortnight earlier between the Kaiser and the King of tho Belgians, in Field-Mar-shal von Moltke's presence. M. Cambon describes King Albert's astonishment, at finding that the Kaiser was no longer a champion of peace. "The Kaiser now regarded war with France as inevitable," states M. Cambon, "and believed in the overwhelming majority of the German army, and its certain success. Von Moltke took the sam* view, and was even more confident of success than the Kaiser. King Albert protested that this was travestying the French Government's intentions, and misleading regarding ■ the French nation's sentiments, but the Kaiser,and von Moltke none the less persisted. Tho Kaiser, moreover, appeared to be over-wrought and irritable."
