The conference agreed that the form in which , the operations of the belligerente were developing redounded to the injury of neutral States, because the respective rights of the belligerents and of the neutral States were not clearly defined. The Admiralty has, notified the fishing fleet in the Firth of Forth to stop its operations. It is probable that the Firth will he closed till the end of the war.
