Bryan, Secretary of State, has announced that steps nave been taken to prohibit the construction of any submarines in the United Stateß intended for the. use of belligerents; he has also prohibited the sending of parts of submarines to Canada, there to be assembled. It is understood that Mr. Schwab, President of the Bethlehem Steel Corporation, is now preparing to establish submarine works in Canada.
