CRIPPLED TRADE OF SOUTH AMERICA
REMEDIAL SUGGESTIONS. (Ree. November 29, 3.35 p.m.) Washington, November 28. 'Hie Peruvian Minister at Washington has laid a scheme before Mr. AY. J. Bryan (United States Secretary of State) in which ho outlines areas in South American waters, on both oceans, establishing neutral zones in which merchantmen of all nationalities would be free from molestation. His proposal briefly comprised the- extension of the territorial ,watera seaward to a distance to bo later determined. The Brazilian Minister has asked the United Statee's -co-operation with the object of restoring crippled trade, hut Mr. Bryan hae refused to give a decision until President AVilson has consulted Cabinet.
