Balfour's speech in the British Parliament on October 10), that on the. eve of the .fall of Tsing-tao,; the Kaiser offered tile Mikado peace,at any price on condition that '■■Japan attacked Rus.sia. Tlio Mikado replied: "The'da.^when the last base of German culture in the Far East foil would be.one ofthe jnost glorious in,Japanese'history." He'reminded the Kaiser that Japan was Incapable of treachery like Germany's,action respecting Belgium. Hβ then handed the Kaiser's message to the British Ambassador/.. •.■'.■
