A second bomb killed a Punjab police orderly and wounded two others. , Two Punjab head constables, and the Bengali Deputy-Superintendent were conferring with other policemen in the Indian quarter concerning the political cases, when tho bomb wa6 ' thrown through a window, wounding the-head constables and policemen. Others chased the perpetrators, who throw the second bomb, killing the orderly and wounding two others, including an unknown man who refused to give his name. HOWARD SMITH COY.' SCHEME FOR RECONSTRUCTION. Melbourne, November 27. The Board of Directors of the Howard Smith Company have decided to submit a scheme for reconstruction. The proposed new company will have a nominal capital of £5,000,000, in £1 shares. It will take over the interests of the # present company as from December 31 next. ■ . , A MOTOR AMBULANCE GIFT FROM BUILDING TRADE. Sydney, November 27. The Australian voluntary hospital fund has received a donation of £1000 from the master builders, the brickmakers, and allied trades in Sydney, for the purchase of a motor ambulance. VICTORIAN STATE ELECTIONS LIBERALS REMAIN IN POWER. Melbourne, November 27. Many of the State election returns are incomplete, but the indications are that it will result in maintaining the Liberal Administration in power, with practically an undiminished majorty. The Liberals went to the country
holding 44 out of 65 seats, and the prospects are that they will come back with at least 43. The city and suburban constituencies have, as far as can' bo seen, all been held by sitting mem-, hers, and the country electorates show little change.

The indications point to \ ilia accepting Guiterriez as President, and that tho Carranzistas will' also agree. The Washington State Depart-' ment _<is inclined to think that the situation in Mexico does not call for serious 1 consideration. While some minor disorders have , occurred, ■ it is hoped that when Villa and Zapata completely control the capital, constitutional methods of government will be restored.
