'■ '■ Letters may be posted without pre- ' payment, and no charge will be made for registration or insurance, if these services are desired. ' . Parcels 'will also be accepted without prepayment, either.for postage or for insurance. No letter may ho enclosed in a parcel. Any letter, parcel, etc., received for delivery and bearing '.a clear indication of having been sent by.a prisoner of war,-will be delivered without charge. A parcel sent by a prisoner will also he redirected . without V'lrg©.. ... . , ..- . : Money orders for prisoners of. war will bo; issued free of commission.
