The newspaper "Tribuna" states that forty thousand East Prussian fugitives have arrived at Insterburg (about 20 miles west of Gumbinnen in Bast Prussia), .where the entire population has been thrown into a state of panio, and it is preparing to fly. It is stated that the' Austrian commander at Przemysl offered to surrender on i condition that the garrison was left its liberty, but the Russians refused. Four < Austrian army corps, which escaped at the battle on the San, aTe now at Przemysl. . CHOLERA RAGING 'AT PRZEMYSL. (Reo. November 23, 9.40 p.m.)' , "Si. ; Rome, November 23. The defenders of Przemysl are being decimated by the ravages of cholera. Victims of the disease are buried in qu ioklime in huge pits on the outskirts of ■the town. The epidemic has necessitated the destruction of a great amount of provisions. The Russians are exhausting the garrison prior to the final assault, which will possibly be fixed for the Feast of Saint Nicholas on December 6. The garrison made two desperate sorties and reached the main body of the' Russians seven miles from the city. They then found themselves between crossfires, and were obliged to retreat.
