'Although to-day's war news conveys interesting acconnts of various hot encounters in the Franco-Belgian theatre, the reports indicate a lull in the grand operations, partly due, it is explained, to the state of the weather, which impedes the transport of guns aid other heavy, war material. Intermittent bombardment is proceeding at various points. There, is reported to be a growing 'feeling of restiveness amongst the southern corps of the Kaiser's Grand Army, especially amongst the Bavarians, who are getting insubordinate. From the eastern theatre there is excellent news. ( The German offensive movement, initiated from Thorn, and having for its objective the Polish' capital, Warsaw, has failed, and, we are told, all the Russian successes along the battle-front have been decisive. In the beleagured fortress of Przemysl matters are fast neaiing a orisis. Cholera is raging. In East Prussia a state of panic seems to have possessed the inhabitants in the Eastern districts of that kingdom, and the flowing tide of frightened refugees has become such a problem that the German war plans have been aotually and seriously embarrassed. In. the Near Eastern campaign there •is little to report. Turkish warships have shelled a Russian village; and the Bikaner Oamel Corps has been ifl action on the Egyptian frontier. In South 'Africa the-.pursuit of De .Wet is growing hotter and hotter, and the rebel chief is being hunted from pillar to post. From the sea come reports indicating certain activities of the German raiding squadron in the South Pacific, and also of the escape from Wilhelmshaven, into ' the Northern waters, near Iceland, of a German raider, equipped for a descent on Trans-Atlantio.commerce.-
