SHARP DEBATE IN HOUSE OP , LORDS London, November 19. 'A' sharp debate took place in the House of Lords on the slackness of the Home Office respecting spies. Lord Londonderry, ■ during an. angry speech, said he Qiad every groundyfor believing that there had been signalling and espionage on the north-east coa6t, as the-Lord-Lieutenant of Durham (Lord Durham) intended instructing Magistrates to arrest spies,, and 3 guilty, to shoot them. •
