JAPANESE AT TSING-TAO
A MILITARY ADMINISTRATION Tohlo, November 16. Over 5000 German combatants were captured at Tsing-tao. The officers are allowed to retain their swords. Japanese military administration has been established. The Chinese are beginning to realise the commercial paralysis of German firms, while the British are carrying on business normally. The Tsing-tao garrison has' been interned, at Tokio. General Kanio administers Tsing-tao. .' AN INCIDENT OF THE SURRENDER. (Rec. November 17, 5.15 p.m.) London, November 16. The Japanese behaved at Tsingrtao with punctilious courtesy. Their siege guns sank the warships in the harbour, but did not touch the town. When the twenty-four hours' limit for the demand for surrender had elapsed, before commencing the bombardment, they signalled: "Are you now quite ready, gentlemen?" The reply was a whizzing of bullets, one. of which grazed a signalman's moustache.
