These fines are nullifying relief being given in-kind. : THREAT TO STOP DISTRIBUTION :'■ .OF RELIEF SUPPLIES. ' ' Amsterdam, November 11; 'A ; German proclamation issued at Brussels states that the citizens have not obeyed the instructions to continue their occupation, and that they have also failed to execute works ordered by the authorities. The German Government therefore threatens to" stop the distribution of food by the American Relief Committee unless the citizens oa;reo to work for the National Relief Committee, through which the American committee acts. ; As a reply, it is stated that the Germans are using the railways to transport troops] and that it is impossible to remove the coal accumulated at the pit mouths. The iron industry is therefore at a standstill. Lacking ores, which cannot be imported,"the manufacturers are unable to reopen their factories. .The reply adds that tho bootmakers continue to work, and are contributing twenty per <;ent. of their wages to the relief fund; henco it is incoiiceivable that the German Government, after authorising the acceptance, of food,, should.stop its distribution on the pretest mentioned. . ' . . ■
