GOVERNOR'S PROCLAMATION.

His Excellency the Governor (Lord Liverpool) has .issued, a proclamation which gives the Defence authorities greater power in dealing with spies. and ■other people who practice treachery. The'-proclamation states that military officers or: "any person authorised foi that purpose" may arrest-suspects with-out.-warrant. ..Any- alien enemy arrested may be'brought before a magistrate to be dealt with, or may be detained by the-military unless discharged by the Minister' of Defence. Houses or other buildings .and.-'ships, or land that -come -underthe suspicions of-the military. authorities, by force, if' necessary, and searched and documents, instruments, or anything elso'may be seized..,- -Boats-/or", ships--entering -..or leaving a defended harbour may if unidentified be fired upon by day or night. Quards stationed at buildings or elsewhere may firo "or attack" persons attempting _ to leave or* enter such places who disregard warnings from'the. guard!'

'<r Communication with prisoners of war shall not be made without permission' of a military authority, except through the Post Office.' "No person shall by day or night show any light, or do any other act whatever! which is intended as, or'may reasonably be suspected, to be a signal-to or a communication with the enemy or any prisoner of war. Powers conferred by these new regulations are in addition to and not in derogation of, any powers exercisable by members of the Defence Forces or Police Force."
