. , London, November 10. Sofia (capital of Bulgaria) states that Rumania, Bulgaria, and Greece still declare their resolve to maintain their neutrality, but complications are possible at any moment. The Rumanian Army, of four hundred thousand men on the Hungarian frontier, would probably decide the issue of the campaign in Galicia and Poland.
t The agitation in Bucharest (capital of Rumania) for the immediate invasion of Transylvania is rapidly reviving. Germany is doing hor utmost to revive discord between Rumania and Bulgaria. The,,latter by mobilising could compel Turkey to maintain three hundred thousand men in Europe, and thus paralyse her military activity in Asia.

A White Paper concerning the rapture Trith Turkey state's that Mr. Milne Cbeetham, British Chargo-d'Affairs at Cairo, wrote to Sir Edward Grey that there was evidence' before the end of August that Turkey contemplated an attack on Egypt. The Russian Army operating against the Turks in Turkey in Asia, made a wonderful forced march, averaging sixty-four versts daily over the snowcovered mountain roads. The town of Van, on Lake Van (Turkey in Asia), was besieged by Armenian bands, and another band penetrated to the rear of the Turkish Army. ITALY CONCERNED ABOUT. TRIPOLI. (Reo. November 12, 1.80 a.m.) Rome, November 10. Italy has demanded that Germany and Turkey shall stop operations against the Italians in Tripoli. _ It is believed that Turkey will force a crisis in Italy by acts of aggression against the latter'a new colony, TSAR'S PLANS TO-CAPTURE CONSTANTINOPLE. (Reo. November 12, 1.30 a.m.) Petrograd, November 10. The Tsar has instituted operations to capture Constantinople at the earliest possible date. ,
