THE LAST BUSY DAY. ' END TO BE REACHED TO-DAY Tho Legislative Council met at 10 ?.m. - BILLS PASSED, The following Bills ' were received from the House, put through all stages, and passed v—Mental Defectives Amendment Bill, Port*Ahuriri-West Shore- Road nnd Railway Bill," Railways Authorisation Bill, Orchard and Garden' Diseases Amendment Bill, New Zealand , University Amendment Bill. A Message was received from the House disagreeing with the amendments made by the Council to the Wav ContributioneValidation Bill (No. 2), and giving tho reason that the amendments would allow local bodies too . much 'latitude. in the control of money held in trust. The Council decided to insist on the amendments, and,tho Hons. H.' D. Bell, 0.1 Samuel, and Sir.William HallJones were appointed managers to 'draw up reasons for insisting. They reported that the funds already established, and contributed to by local authorities and others, were not all' of publio funds established under the Bill as required, but nevertheless they were intended to be within the validation. In some.cases contributions had been made, such ae special equipment, which were not within the purposes required.by the Bill, but nevertboless intended to be valid.

After a conference with the House tho managers for the Council reported that they had come to an agreement. The Hon.. H. D. BELL moved that tho report be agreed to, and said that the amendments made by tho Council .had been adopted, subject to tho ex- . elusion of private trustees' from ' the power of giving trust funds for patriotic, purposes, and subject also to the Council agreeing that where money was paid into a fund, established by persons other than the Government, the fund had not only td be approved by the Governor, but tho management and control had also to be approved by the Governor. The report''was agreed to. THE WASHING-UP BILL. The Reserves and Other Lands Disposal and Public Bodies Empowering Bill (the Washing-up Bill) 'was .put through final stages, with the addition of a new clause, and passed. . ' FINAL BILLS. The Defence Amendment BUI, ' the Public Reserves and Domains Amendment Bill, and the Expeditionary Forces Voting Bill (No. 2) were put through all stages and passed. , - PRIVATE BILLS. . The Industrial Conciliation and- Arbitration Amendment Bill was received from the House, and read a first time.' The Hon. SIR W. HALL-JONES moved the eecond reading of the Bill. , The Hon. H. D. BELL moved the adjournment of the debate, and this was carried! Tho Industrial Unions and Trade Unions Enabling Bill was i introduced from'the House, and read a first time. The Hon. vW. EARNSHAW moved the second reading. •The SPEAKER ruled that the Standing Orders had : noi been' Suspended in regard to private Bills, and a day's notice wae necessary. The Hoii. "W EARNSHAW contended that if the' Council hid power'to deal with "the previous Bill it had power to deal with tho present one. The Hon. H. D. BELL said that he had called attention to a point of order when< the previous Bill was beforeHho Council, but ho did not mention that the Standing Orders had been suspended only with Tegard to Government Hon., W. EARNSHAW then jnoved that the Bill be read on the first . day of next session, and this was Mr. Beil pointed out that' it could not be binding on Parliament next session. ■ v • The Council did not deal with the i 'Appropriation Bill, but roso at 10.35 p.m. until 9.30 this morning.
