APOLOGETIC OFFER TO THE ALLIES THE ATTEMPT TO STIR UP THE MOSLEMS Petrograd, November 2. Official.—The Austro-German assertion that the Russian fleet commenced hostilities against the Turkish squadron is a gross invention, intended to mislead public opinion in Constantinople, which has been carefully kept in ignorance of the treacherous attacks on the Russian coasts by Turkish vessels commanded by German officials. . , " ' , The'"Bourse Gazette" says:—"Constantinople has seen Russian troops outside its walls; it must now see them inside. The Russian fleet will sweep the Turks from the Black Sea, and Caucasian troops will invade Asia Minor.'

Students and citizens made a patriotic demonstration, shouting, "Down with Turkey and Germany!" A vast■ crowd knelt, with their heads uncovered, and three times sang "God Save the Ts&r!" It is frankly admitted that Turkey is not to be despised as a foe. Germany has supplied her with many pins, and trained many of her ' best regiments. Russia is thoroughly prepared, and has- plenty of troops available.

"The Times" military correspondent says that the Balkan War has reduced Turkey's military prestige, tut her army remains useful as a German tool by reason of its numbers and military virtues.
