The Prime Minister lias received the following message from tie , EigH Commissioner:— London, October 31. Reliable. —Tho Germans are evacuating Poland and havo_abandone.6V;many; Russian prisoners. The entire army appeared to be demoralised. It is estimated that threo million Russian troops are marching after tihe Austro-Ger-rman forces.
