A' VOICE IN THE PEACE TERMS. London, Ootoßer 23. There is unmeasured satisfaction in Japan over Britain's assurance that Japan shall have a voice in the peace negotiations. It is felt that Japan will occupy a seat of equality for the first time m the Council of the Nations. — ("Times" and Sydney "Sun" Services'.) ALL ALLIES JOIN IN THE SIEGE OF - TSING-TAU. Sydney, Ootober 24. The ''Herald's" Tokio correspondent points out that the eiego of _ Tsing-Tau is being undertaken by Russia, France, Britain, and Japan, so that Japanese preponderance'in the outcome is to be precluded. , The Japanese are utilising small superannuated craft to .sweep the harbour clear of mines, which at the outset prevented vessels approaching within eight miles of Tsing-Tau. On the land side the place is protected by three lines of powerful defonoe works, while, approaching them, the fields are everywhere mined. The whole area—eighii miles by land and sea—is thoroughly mined. There are also innumerable elec-trically-charged entanglements. The whole is commanded by the most powerful guns _of modern warfare, and the garrison is composed of expert fighters.
