THE PHILIPPINES,
Washington, October 15. A Bill has beeu passed declaring the United States' intention to recoguiso tho independence of the Philippines when a stable Government is established.
The Philippine* were .ceded by Spain to the United States as territorial iudoinnity for tho expenses of the Ameri-can-Spanish War. In 1902 a Civil Governor was appointed,, with a Legislative body, consisting of soveii Commissioners—four Americans and three Filipinos—and a Legislative "■ Assembly was elected in July, 1907.
EASTER ISLAND INSURRECTION.
("Times" and Sydney "Sun" Services;) London, October 15. Mr. Scroosbyj Routledgo, commanding a scientific expedition at Easter Island, reports an insurrection. A woman dreamed that God had told her that ' tho island belonged to the koiiakas. An •<: attack was converging upon tho expedi* tion, when a Chilian warship came and the'ringleaders were deported.
Easter Island, a lonely Pacific islet, ie 47 square miles in area. The population ie only_ about 100. In 188.8 Chili annexed theisland.
