KAISER IN HIGH SPIRITS
AN ARTIST'S REPORT Rome, October 14. 'A. , message states that Herr Vollbehr, the painter, has just seen -the Kaiser, whom ho describes as in tho highest spirits. His prido in his valorous army is so great that his eyes are "phosphorescent with happiness."— ("Times" and Sydney "Sim" Services.) Rome,; October 14. The Mayor of Weimar states that the' Kaiser, in addressing' the troops, said: "My boys, the leaves are falling, but wo shall return to our beloved homes."- . ,
