PRICES AND THE WAB. With respect jx> Government stores that are being supplied by contract, and which may or may not be affected in price by the existing war conditions, the deoision of the, Government, as conveyed to tho heads of Departments by the Secretary of Internal Affairs (Mr. J. HislopJ, is as follows:— "(a) Stores supply • contracts where such stores have been imported otherwise than by indent: Contract prices to remain without alteration if the articles were ordered before October 1. 1914. If ordered on and after October 1, 1914, then extra cost by way of f.o.b.' charges, freight, exchange, and war risk insurance actually paid-to be added to contract price. "(b) Stores supply contracts where such stores may be manufactured or produced.in the Dominion: No increaso to be paid on contract price unless it be proved that the market price- has advanced. If so, then the increase'to bo only proportionate to the extent of such advance as compared with the market price before August 1, 1914, but nothing herein shall entitle the contractor to any greater .payment than the market price at date of purchase, e.g., suppose the market prico' of an article before tho war was 6d., and the contractor undertook.to supply.it at 4d., and after theoutbreak of war- the market price! has risen to 7d., thonin suchcaso the contractor is to receive Id. in addition to his contract price, making the price to be paid to him sd. "(c) Indent Contracts: (1) AW contracts entered into for which tenders were before August '1, 1914, shall be increased in prico by any additional freight, exchange, and war risk: insuranco which the contractor has had to pay; but no such additional amount shall be paid in any case Vhere goods ought to have been delivered prior to August 1, 1914. (2) All contracts entered into in pursuance of.'tendefs received subsequent to August 1, 1914, no alteration in price shall be paid. "In every case contractors must satisfy the Departments concerned by the production of supporting invoices, policies, or other necessary documents that the extra costs have been incurred, or, in cases where articles are. produced in the Dominion, by the production of the necessary oyidenco ' that the . market; prico has iucreased —tho . Department concerned to make adjustments. If any dispute shall arise as between tho Department and tho contractors, • the matter shall be referred to the Stores Tonder Board, whoso decision shall be final and binding on all parties."
