The "Novoe yremya" ( published .on August 16 an articlo urging that tW German invaders sliould everywhere be regarded and treated, not as ordinary criminals against international usage, but as Kostes humani generis according to the usages of the Middle Ages. Tho Germans, it says, Imto eternally disgraced tho Germanic name by the savage maltreatment of defenceless refugees, by sowing mines broadcast on . the high seas, by using merchant vessels against all international laws to commit such acts, by tho interruption of the cable service, and by their treatment of the inhabitants of the • Russian frontier towns left, undefended, and occupied without opposition; For, those crimes says tho "Novoo • A T reinya," the only law is that of:the Middle Ages as applied, for example, to pirates. The journal recalls tho. prders given by the Emperor William-to his troops when, they wera starting for China to join tho European, punitive expedition at the time of the Boxer troubles. He then said: "Lot no quarter lie given, no prisoners be taken.?' The .i-'Novoo-V-remya" even believes that some such similar orders have been issued now, and have been the prime cause of all the brutalities practised by the Germans'since-the declaration of war. Ono explanation of tho .savagfcry. practised in not a few cases by "the Gormans which is finding credence in Petrograd is that it is largely duo to the stateof public opinion in Germany. TM people did not want war, and, being taught that Russia- had forced war or unwilling Germany, were immediatelj filled with an ungovernablo rage against everything Russian. Some tens of thou6ands of Russian agricultural labourers, who annually cijoss tho frontier at harvest time into East Prussia, have been detained, and, it is reported, forced to give their labour for military purposes.* The public is urging tho authorities to apply corresponding measures against tho Germans, who, in Petrograd, says tho "Moruing Post" correspondent, up to the present are being treated with great consideration. According to Press reports, indeed, the German prisoners of war have been sont into the interior in first-class carriages, with ample -iccomuwdatiou, while Russian travellers have been crowding tho corridors and sleeping on the floors of the same traine.
