INTER-ISLAND COMMUNICATION. Tho Cook Islands (Shipping) Bill, which lias been introduced into the House of' Representatives by the Hon. Dr. Pomare, has been rendered necessary by tho proposal of tho Government as set forth in tho Cook Islands Bill to acquiro a steamer (to be stationed at Rorotonga) for tho purpose of carrying on a .service between tho Islands. The present Bill provides that tho Shipping and Seamen's Act and its amendments shall apply to the Cook Islands, subject to a provision that tho Minister of Marino may suspend wholly or in Eart, and subject to such conditions as e may think fit, any of the provisions relating to tlio engagement, qualifications, rating numbers, and w.ngos of officers and crews engaged on steamers, not going more than, fifty miles from the coasts o'f the Islands, which vessels shall be deemed to bo "home-trade ships."
