REFUSAL TO CO-OPERATE London, October 2. Renter's Constantinople agent reports that there have been angry quarrels between tho German and Turkish authorities.' The Germans complained that idleness and lack of discipline were making for the disorganisation of the war services, whereupon many Turkish ohiefs of Departments, including those of the commissariat, refused to co-operate further with the Germans.
