MORE SCHOLARSHIPS OFFERED

The New, Zealand University Amendment Bill, introduced into the House of Representatives yesterday by Governor's message/ makes provision for the setting up of a "board of studies." TMs board is to be. constituted .as follows:—l<'ive members shall be appointed by resolutijn by each of tho professorial boards of the University of Otago, Canterbury College, Auckland University College, and Victoria University College. And it is provided also that ho person shall be qualified to bo appointed or to continue to be a member of the board unless he is a member of the Professorial Board, by which tho appoiutment is made. Members are to be .appointed, for three jears, .and vacancies may be filled by the Professorial Board appointing the vacating member. The functions of the board aro defined in ono clause of the Bill. The board is to have powor to make recommendations, on the request of the. Senate or otherwise, to the Senate, as to the appointment of examiners, and as to degrees, diplomas, scholarships, prizes, courses of study, and examinations. The Senate, it is suggested, may delegate to tho board either generally or for any specified time, isubjc-ct to or without restriction, such powers of drawing up courses of study, of conducting examinations, and of appointing examinations as it thinks fit, and 6uch powers when exercised by the board shall be valid as if they had been exercised by tho Senate. . "For the purpose of bringing higher education within tho reach of deserving persons," tho Act establishes' scholarships, to be called University National Scholarships.- These aro not to exceed' twenty in nniaber, and are to be awarded annually on the result of the Junior Scholarship Examination of the University, or in such other manner as the Senate, with the approval of the Minister of Education, /may determine. Generally the conditions of candidature and tenure of the scholarships are, to bo the same as for junior scholarships. The holder of a scholarship is to receive £20 a year with tuitioin fees adcled, and in tho event of his having to reside away from home to attend college, £50 a year, with tuition fees added.

"For the purpose of bringing higher oducation-within the reach of deserving within tho Taranaki Provincial ■District," the Bill establishes "Taranaki .scholarships," of which there shall be one or more awarded annually as funds permit. These scholarships 1 are to bo awarded on the junior scholarship examination. They are to be of an annual value of £60, and tlioy are to be tenable

for three, years, provided that the Senate. may at its dqpretion extend the tenure of tho scholarship for one year. Several clauses in the Bill prescribe that certain endowments in Tarajiaki are to bo administered by the Land Board, and the income held by the Public Trustee for the scholarship fund. It is pioposed in- the Bill to establish bursaries open to all persons who are qualified to bo candidates for University National Scholarships, and who are either .ontitled to a pass with credit in tho Junior Scholarship examination or are holders of. "higher leaving certificates" under the provisions of the' Education Act. 1914. ! Tlw Senate may,-with

tho approval of tho Minister, make ro-'| gulations in Tegard to the award and' tenuro of University bursaries._ The ] holder of a bursary shall' bo en titled" "to receive .tuition fees (not exceeding £20per year) and examination foes in his course, of study. Provision is made for the establishment of National Research Scholarships to' be awarded to graduate's to enable them to carry on research - work in physical, natural, or applied science, especially in connection with the, industries of New Zealand. Moneys for these scholarships must be appropriated by Parliament for the purpose. It is proposed' tnat the Minister of Finance shall without further appropriation than the Act pay out of the Con-, solidated Fund to the four •affiliated clauses the following sums(a) lo the Auckland University College tho sum ot £5000, in addition to the sumof £40<JU as provided ill the Auckland' University College Act; (b) to the Victoria University College the sum of £5000, iU' addition to tho sum of £4000 as provided in the Victoria College Act; (c) to Canterbury College £2000; (d)to the University of Otago £5000. 1er6 ,. 1s also provision for the payment to the New Zealand University and to the four colleges one-sevcntli' of the mone.ys in fcho-National Endowment Account availablo for purposes of education, bubject to certain conditions, gifts, and bequests whether of land, cash, apparatus, or material, are to carry Government subsidies.
