I was unable to leave on the Monday evening as intended, and only managed to leave on tho. Tuesday at noon, arriving in Wellington on Wednesday : morning. At the time, therefore, wnen the Licensing Bill wa3 before the Committee of the. House; 1 was travelling towards Wellington, and this, I hope, will prove a satisfactory explanation of my absence from tho division on Clauso 2 of. the Bill."
